Stealing a candy is not comparable to illegally downloading AND DISTRIBUTION of mp3s.
The reason why the punishment cost is so high is because they factored in the chance of being caught, which is next to nothing.
If the fine is only 10x the cost of mp3 then it will be just ignored.

I only have to pay ten dollars if i get caught? It's alright then, i won't gonna get caught anyway.

This is really quite simple. You commit a crime, no matter how old you are, YOU DO THE TIME. period. Granted the numbers seem absurd, take into account the legal fee's and how much revenue was lost for distributing content with out permission of the legal owner.

I say, good for the courts. Piracy is a crime. deal with it and get over it.

A year or two in jail is better then he being in debt for life due to something he did when he was 16

reminds me of a case in new zealand where the IRD (inland revenue department - taxes etc.)

gave someone a fine they could not afford to pay, and as they were doing their best to pay it off it kept growing because they werent paying it off fast enough.

The guy ended up hanging himself, not sure what happened to his two kids.
