The initial fine was £3300, that doesn't ruin your life, even at 16 it's maybe an extra year before you get your first car or your staying at your parents house for another six months. What ruins your life is trying to counter claim/non-pay a huge company with massive resources when they have water tight evidence you've committed the crime. They could of got ten times more the first time around instead of the £3300 if they really wanted to, he had an opportunity to pay a much more reasonable amount and passed it up for the chance of going scott free. Gamble and lose is just tough luck - it's not like he didn't know he was guilty.
You don't know how water-tight their case is until you go to court. These things are not open-and-shut. There are plenty of similar threats being sent to people that would not stand up in court but companies make revenue from it. They know that if they threaten to take 10 people to court, at least one of them will pay up just to be safe.
If (settlement amount * number of people that pay settlement) > (number of IP addresses * the cost of sending a threat)
Then goto Profit
They don't have to be able to win in court, they just need a small percentage of the people to feel that it's not worth taking any chances and they have a profit making business model.
