oh wow... turns out I'm not the only one with this problem with diablo 3 specifically.. its a bug if you pin a short cut to the bar. I had to go find the original short cut I pinned, delete it, then try and run the short cut on the task bar and it'll ask to delete cause it can't find what it is trying to launch!
