Shows $39.99 each for me too. I even logged into Origin and its still the same

I picked a copy of ME3 at my local WalMart for $20. Its still sealed so I can return it sells for $16 again at Origin

Apparantly you have to visit origin via videocoupons.org in order to view the sale prices. Although I didn't find BF3 for 16$ just the shortcut bundle for 16.
