We pay for 25 to 30 Mb/s with Cox. Recently we have been getting around 3-5 Mb/s

Router is fine, I tested two routers, and without routers direct connect to the modem with the same issues. The cable company wants money to come check to see if it is on our side or theirs and that's just not cool.
I don't want them to charge us just for them to tell us to go buy a modem. Is it the modem or router or what?
