Speed Issues

We pay for 25 to 30 Mb/s with Cox. Recently we have been getting around 3-5 Mb/s

Modem readings:
Downstream
Frequency 837000000 Hz
Signal To Noise Ratio 37.8 dB
Power Level -6.0 dBmV

Upstream
Channel ID 2
Frequency 29600000 Hz
Power 52.5 dBmV

Router is fine, I tested two routers, and without routers direct connect to the modem with the same issues. The cable company wants money to come check to see if it is on our side or theirs and that's just not cool.

I don't want them to charge us just for them to tell us to go buy a modem. Is it the modem or router or what?

Few things, firstly, what are you measuring your connection with? I would recommend speedtest.net, secondly does your cable provider have any kind of bandwidth shaping/traffic management policies? when/what are you testing? are you testing different protocols? you need to speak to your ISP regarding any kind of traffice motnitoring/shaping policies they have in place.

I am testing with speedtest. We don't have any bandwidth monitoring or capping of any kind. We have had this problem for a while and I believe it is a modem. The problem is, I can't test without another modem.

Turns out it was the modem, replaced it with a Motorola DOCSIS 3 gateway, and I'm back to normal.

The could be the possibility that your node was getting alot of congestion from having a DOCSIS 2 on one channel.
Switching to a DOCSIS 3 modem allowed you to access the multiple channels available on the ISP's network therefore alleviating the congestion.
