Let me make this clear for you. THE ONLY CARDS THAT CAN RUN 60FPS CONSISTENTLY IS THE GTX690, HD6990, OR THE 590GTX. No other current single gpu or slot gen video card will hold consistent 60fps.

You're CPU limited, sell up and buy a 2500k or a 3750k

When you say 72*C max, is that when you are playing a demanding game?
If you can, monitor the CPU clocks and usage (CoreTemp has a built in logging feature). When you get lag spikes, check the log.
Your processor shouldn't be bottlenecking though. I'm temporarily running a 670 on my Phenom II and I have no bottlenecking issues that I've currently noticed.
Only when stress testing, Never seen it get that hot under load

Lets make this clear an overclocked 670 is about as fast as a 6990 or GTX 590 rolleyes.gif

A nice Z77 motherboard and a used 2500k smile.gif

A 3570k is nice if you can afford it but not worth the extra over a 2500k tbh

Sounds like your CPU is holding you back.
