Is the game up to date?
Do you have any mods running? If so, disable every mod or make sure they are updated as well.
If the problem persists, disable every mod you have since there may be conflicting mods.
Be sure to make a backup of your save data though.
I have like 40 mods lol, too many to post. I disabled like 3-4 at a time and kept trying to launch the game. Thing is I forgot which 1 it was. Oh well most of those mods are pointless lol. I got the good ones enabled
Do you have an on screen display such as Msi afterburner on screen display? I had the same problem and figured out you cannot use the on screen display with an ENB graphics mod or else the game would not load correctly.
If you do have the on screen display, disable it for when you play skyrim and give that a try.
try using Boss to organise your load order then try to play skyrim if it still crashes on start use Tes5Edit to find out which mod causes the crash
