You don't HAVE to OC any cpu. 3.1ghz+ is fast. You're not going to be doing much Ocing with a stock fan and heatsink though. And this may sound somewhat silly but do you already have...

Ontop of that, and I'm quite sure you haven't so I'm mentioning this. Have you ever put together a computer or SEEN what a computer looks like when built together? Now don't get me wrong, this stuff doesn't take long to learn, I was on the same boat as you are about 2 months ago. I learned quickly what you'll need to get things to where you want them. I didn't think I'd have to buy a new motherboard, take my entire computer apart and rebuild it. I've never taken stock fan plates off. The only experience I had with a computer previously was when I took apart my laptop to install a new cpu. I had hours of trouble figuring out why it didn't work, only to find out I needed to update the BIOS. Things like that are SIMPLE to me now, as I've gone through things like that.
Overclocking is a whole new beast and I'm honestly still learning about it right now. I'm having issues myself doing overclocks, my computer reacts strangely and I have no idea why it does. I'm hoping to find out. Either way, know what you're getting yourself into. Start reading up on everything you need to know right now, and save up money until you can get what you know you'll be happy with. Believe me, I know you're excited about getting a computer up and running as soon as possible. But if you wait and get what you can't afford right now, you'll be much happier.
