Newegg has an open box Asus VS239H-P 23" IPS monitor for $152.99 shipped. I have the VS229H-P which is the 21.5" version of that monitor and both are great budget IPS monitors. It's even a better deal with the open box discount. If there is any issue with the monitor at all just contact Newegg and they will send you a shipping label free so there is no real risk to you. I've brought a lot of open box stuff from Newegg and have had real good luck.
