I'd try less LLC, and more vcore, if necessary. I generally like to see at least a little droop under load.
Enable PLL overvoltage, and max out any current limiters.
I wouldn't imagine you'd need to mess with VTT or SA voltage with only 6GiB DDR3-1333, but with the IMC at 4.6 you may need a bump anyway. I'd play with these after ruling out other options.

He isn't any where near the limits of his PSU. He has enough to run 11 threads of Linpack or Prime along with FurMark, at the same time, while leaving ~100 watts to spare.
A 4.6GHz 3960x with ~1.4v may indeed push near 200-250w under maximum load, but that's where your accuracy ends.
The board is ~30w, or less, under load.
All the fans and cooling in that system are probably ~30w total.
His memory is maybe ~10w total.
The GPU is likely idle during Prime95 and consuming less than 25w. Even at full load it's likely in the ballpark of 200w.
