Windows installation not working

Good day, i bought my self used Dell Optiplex 270GX and when i try to install windows xp / 7 i always get random errors, newer the same one twice, always about some file being corrupted and can't be loaded.

I tried ( see bellow )

Flash BIOS, it was A03 and i flashed it to A07
Tried different ram
Tried different hard drives
tried different power supply's
tried other dvd room's
tried other os, linux, xp, 7

and no result.

Windows Xp - It's starts to read the computers hard ware and the i get some error about some random file missing or can't be loaded
Windows 7 - I get the windows 7 loading screen and it frezzes.

so im am out of ideas, is the motherboard dead or what ?

Why are you installing both? Is your copy of Windows 7 an upgrade version so you have to install XP first? That's actually what happened to me and when I was trying to install XP first, I kept getting the BSOD but I figured out that XP can't install it into AHCI mode so you would have to change it to SATA for the XP install first. It could also be that your copy of XP is too old and has to be a newer SP. Hope that helps

No no nothing like that, just trying out other OS to see if i could install, this is an IDE hard drive, the windows XP copy is SP3 so i can not be newer.
