Hey, Im having trouble with every mouse i tried. Im having like input lag on FPS games like Team Fortress 2, CSS, etc... . I have 1000hz on it and V.Sync OFF. What should i do?

Install the latest Nvidia/AMD drivers. Set your monitor to run at 120Hz and at 1080p. Install the latest mouse drivers and/or firmware (if there are any). Go to your control panel until you arrive at the mouse options. Disable the "Enhance pointer precision" setting and make sure the speed of the pointer is at the 6th notch. Also disable any acceleration options in the mouse driver and set the polling rate to the highest available setting (usually 1000hz). You have mentioned a couple of Valve games which use the source engine. Make sure you have disabled V-Sync, disable mouse acceleration in game and enable the "Raw input" setting.

If you continue to experience lag, and you have an Nvidia card, you might want to try to reduce the "Maximum Pre-Rendered Frames" setting, but it might worsen your FPS. You might also want to try to change the USB port you mouse plugged into. If it's plugged at the front, or in a hub, try plugging it directly at the back of the motherboard instead.

EDIT: I didn't read you had an AMD card, so disregard any Nvidia related setting...

A couple of other things you might consider: try cleaning the sensor very gently or try another mouse from a friend in your rig to see if there still is any lag. If you are using HDMI, change your connection to dual link DVI or a quality DisplayPort cable.
Also, im not sure if there is any settings similar to this one for AMD, but for some reason, some people experience lag if they turn on GPU screen scalingin the Nvidia CP, so you might also want to disable any setting similar to that.

The source raw input lag is only noticable if you're used to running 200+ fps constant. The input latency is very close to 10ms or (1000/100) from what I can tell.

@ OP. Try lower polling rates such as 125. May or may not help. Don't know what else to say =x

CSS client-side should be running in 300FPS in order to have smooth and flawlessly gameplay, right?

since you had the issue before upgrading the gpu we can rule that out as a culprit

since monitor issues would result in visual lag and not input lag we can rule those out to.

Since it also happens on the desktop we can also rule out the game.

what remains basically is the cpu, the ram, the mouse, the usb port, and windows.

check if the cpu and ram usage isn't 100% or close to that if not we can rule those out. if they are that high reinstall windows.

to check if its windows use a bootable linux usb drive or burn it on a disk, the easiest options are often things like ubuntu and mintlinux if you still experience mouse lag when running linux it would either be the mouse or the usb port, the mouse being the most likely issue, just to be sure insert it in another group of usb ports on the back but that would in all likelihood do nothing at all. if it doesn't lag under linux use a clean windows install as that would be the most likely fix.

Now that we know its the mouse it could be dust or a hair on the bottom, check for those actually before you try anything else or the thing is broken which means you need to replace it. you could also check this by using someone else's mouse for a while and seeing if that fixes it. if that's the case rma the thing or buy a new one.

yes there are other causes but in all likelihood this plan would fix them anyway.

A monitor is still an input device. Therefore any latency transcended by the monitor can be considered "input lag". Though it's a different feel, more floaty. Lowering mouse polling rate can balance it out, but it seems that that isn't the issue.

If it's not the monitor, it's GPU/game related.
