It's not that hard to oc k chips. Little research and some common sense you should find it easy.

I would get a 7950 or GTX 670 and not that 6970 for starters. You are going to need a CPU cooler as well as a couple more fans for that CM690.

This is a good motherboard. I have it with a 3570k in my son's computer. The orginal board I referenced was this one

I don't know your budget, but if you want the most bang for your buck, Z77 would be the better choice.
Like the other members said 3770 with Z77 board is the way to go. Personally I'd go with the Maximus V Formula + 3770k with an unlocked multiplier which is a lot easier for overclocking, also IMO 670 is the way to go, better than 6970 - also the 660 ti is a good value.
Also a 600w PSU is more than enough for that system, unless your planning on SLI in the future, then get an 850 PSU.

Certain things I would NOT skimp on include a Gold Standard PSU of 750w or more and a really nice modernized case with modular and tooless design. These are items you can almost buy for lifetime to reuse over and over again for future builds, which at that time allow your budget to stretch further for more of the latest and greastest components at such time, such as a high end GPU. I like to go by a 3 x 3 x 3 rule when budgeting components, meaning I won't spend much more than $300 for a motherboard, $300 for a CPU, and $300 for a GPU, since GPU prices drop pretty rapidly over 6 months or once something newer and better comes out (usually within 6 months).

Its good to see a forum/thread where some appreciation is shown/desired for the X79 platform since most of the time its labeled as overpriced and useless. Granted, one can certainly get by without it to meet computing needs and not everyone can afford it. Nothing new in any market is meant to be mainstream. Its like why buy a BMW when a Prius can get you there just as well for a fraction of the cost.
All in all, one can get on the X79 platform for about $150 more (motherboard) since a 3820 doesn't cost more than a 2600 or 3770. Everything else is basically the same in cost depending on how much RAM you want, which one can start out with 8GB (4x2) and always add more as needed. If a $150 is going to create an economic hardship, then you might as well get a $300 barebones kit and call it a day.

That is totally up you. I went the X79 route and havent looked back in regret yet. I started with a 3820 and the P9X79 Pro motherboard. I now have that going into a rig that will be used for F@H and have a Rampage board and 3930k. Its all about what you can afford to spend and get what you want out of it. The current lineup of 3rd gen chips will end the 1155 socket line most likely. X79 will get new chips next year with even greater preformance. The choice is yours and with either the 3820 or 3770k you will not be disappointed.

It fits the budget only problem is I live in Australia and parts are harder to get and a little more expensive.

I'll probably go with the maximus V and 3770k and find the cheapest prices i can.

Should I be concerned about the extra heat from ivy bridge if i plan to OC? even with a liquid cooler?

Not a problem amigo. Didnt relize you where down under. I know it is vastly more expensive there. Good friend of mine is a doc there in western Oz. If you do the Corsair liquid cooler you will have no issue and if you went air with a Noctua NH-D14 or Thermalright SilverArrow you will be good.
