I don't think you're bottle-necking, but i'll say you can definitely do better than that, what clocks are you running @? Overclock your GPU.

My 660 (non ti) SLI @ 1293Mhz (Max core) gets 55.3 FPS.

It's just whatever the factory OC'ed it at, http://www.gigabyte.com.au/products/product-page.aspx?pid=4319#sp, I'll try to see if I can get more detail on my clock speeds.

you have 2 or 4 sticks of RAM.?
if 2 sticks of RAM then they need to be in specific slots on your board.
as for telling the RAM to run in dual you can't, the system picks it up when installed and running correctly.
are you using the XMP profile.?

A1, B1 you need to look at your manual but I think it's the 2 black RAM slots is what you want.
so it's actually 1 and 3 slots to fill with your RAM.
