When i dips below that it underclocks iteslf back down to around 705mhz.
The real issue with my card is when I hit intensive areas of Dayz like towns with zombies my GPU usage goes from 99% to 45%$ then my clock takes a nose dive from 1050mhz to 705mhz..... Any ideas why its doing that? Like I said when I overlcocked my 5850 it stayed there until i underclocked it.... It never throttled down.

As I said... if you disable power management, your clocks will be stable... be it on desktop or crysis.
Now, I'm not sure whether there's a fixed clock for gaming and desktop/video applications. When I disabled that my ingame clock stayed @1019/3005.. on desktop it lowers to 915/3005.
That's what Kepler does I guess.
