Your CPU normally runs at 3.4ghz, but when you're not doing anything intensive, it will go into "idle" state (due to C1E being enabled - look for it in your BIOS) and run at 1.6ghz. This just means that you're not running anything that requires the faster clocks, but if you switch to gaming or something CPU intensive, it automatically ramps up to the 3.4ghz or whatever boost clock it goes up to.
DDR stands for Double Data Rate, so 667mhz = 1333mhz in reality. Make sure you go to your BIOS and manually set it to 1600mhz at 9-9-9-24 as that is slightly faster than the rated 1866mhz 10-11-10-2N.
On a side note: GPUs that use DDR5 have quad data rates, so it runs at 4x the memory clock. Hence why you see GPUs that have 1250mhz as their memory clock run an effective 5000mhz.

It's normal as HPE1000 mentioned. I don't know the details behind it, but I experience the 10C difference regardless of using the stock cooler or running my custom loop. You should be able to push that to around 4.4-4.5ghz, mine does 4.5ghz at around 1.16v.Edited by Kokin - 10/28/12 at 2:45pm
