Guild Wars 2 "Full" Server? Capped or temporary?

I'm attempting to join the server "Dragonbrand", but the server says "full". Is this "full" tonight, or is the server capped completely? I don't want to be split up from friends. If I log back on in a few hours, will the server population drop to "high" and let me make a character? I don't know how this works on this game. Any help is greatly appreciated.

the server is full for now. although i wouldn't hold my breath on a full server. be prepared to log into that server fine one time then have to wait ages the next. its a pain i know

So it's not permanently full? E.g., if I try in the morning, I'm likely to get in?

Same issue still...

Just bought the game tonight, trying to join 2 separate friends and both their servers are full and I cannot get in either. Been trying for 15 mins or so. Stupid it doesn't have a queue system like wow does.
