Building Minecraft Server $600-800 budget - No Overclocking

My little brother wants a computer for a Minecraft server. He was initially going to go with an Alien Ware that costed about $600. I said I can build him better for the same price or a little more.

So give me your builds, and as much as I want to overclock it, I really don't want to hear anything in the future about something going wrong with it (if it possibly becomes unstable). That's why I'm saying no overclocking. If you think overclocking may benefit the rig, I may consider it but I want this to be a care free build with minimal problems for him.

Really don't know much about Minecraft or it's requirements which is why I have no ideas on where to start. This is a build from scratch minus OS. Don't have any parts for it.

Also, if you can manage the build at $600 that would be preferred but we can stretch the extra $200 if needed. There is a Microcenter near me as well.

He needs more than that. Minecraft can get demanding with high resolution texture packs.

OK so this is the information we need.
Will it be running bukkit,tekkit,or canarymod? If so how many plugins will you be running?
How many players on average?
Its all dependent on what your gonna be running.
Is this just a local home thing? Or something for a community?
Are you comfortable using linux?
How many players will be playing?
Whats your upload speeds?

If its just something for home and your not running any of the listed API's then a dual core with 2-3GB of ram dedicated to the server should be fine.

If you just need to host a minecraft server why not just rent a cheap vps server? I have a basic vps one for my usage and it cost $5.30 a month.

In my opinion. Grab any decent dual core or quad core to future proof it and a decent 512mb gpu or better and he will be fine.
