So I am looking at building a rig for the gf and I was wondering what CPU to get. Right now I am tossed up between the I5-2310 and FX-4100. This is a budget system. She does play games like Metro 2033, COD, Bf3,Sims 3, etc.

i5, will be much better. a FX 4100 is not very good, the FX 6100 is a much better chip. If you arent overclocking, grab the i5 without a doubt.

The i5 will run circles around the FX-4100.
Another option are the i3, I had a 2100 and it was amazing. The IvyBridge i3's just hit, those are really beast looking, very very hard to beat the performance at that level. You may also be able to find a clearance Phenom II X4 965 for under $80, very good bang for the buck.

I know how the i3 2100 performed in gaming, now add a couple hundred more mhz to the clock speed and an IPC of 5%-15% improved.
