Tourists take pictures of military bases all the time and its not a big deal in most countries. Granted setting up DSLR's on tripods and using pro grade video cameras might get a different reaction but still this seams a bit silly. Kinda like how you can get arrested for ridiculous reason X in russia.

You realize that in the US, there are strict areas outside normal military bases that are 100% no cameras allowed, right? Every base has them. If you get caught taking pictures, they'll detain you and take your camera, remove your pictures, then debrief you.

Well obviously if an area is marked as no cameras allowed then no cameras are allowed but that holds true for all places not just military. I have not been to american military bases so I have no idea how they are marked. Also like you said if you are caught taking pictures the worst that should happen is that you gear is confiscated and you get fined not arrested for espionage.

If some random foreign nationals shows up and starts taking pictures or recording videos of military installations, they'll be taken in for questioning. That is why, prior to doing this sort of stuff in military installations, folks need to get the permission from the authorities. Otherwise you are inviting trouble.
But I think arresting them for espionage charges is taking it way further.
