AMD Phenom II X6 1090T problem?

Okay. I've noticed some stuttering in certain games. I had assumed this was related to my HIS ICE Q Radeon HD 6950 and just replaced it with an Gigabyte GTX 670. This did not solve the problem.

My natural inkling is that since this is not a global problem, but just related to certain games (for instance Guild Wars 2, but not in Battlefield 3), this might be a CPU problem.

Then I opened up CPU-Z and noticed that roughly on the same rhythm as the stutter in frames, my graphics core speed is dropping from its roughly 3.2ghz clock to 800mhz.

Is this normal or am I correct in thinking that this is not a good thing. If so, is there anything I can do to fix this? The CPU itself is now over a year old, so I'm not sure AMD will RMA it and I don't really want to buy a new one after plunking down $400 for the GTX 670.

I can post CPU-Z screenies (or anything else) if you need, but it's hard to display the changing nature of this.

The graphic card runs at 800mhz not 3.2 unless your talking about the CPU which means you will want to enter the bios and Disable AMD Cool N Quiet. If its the graphics card go into ATI Engine control centre, and disable all AA etc...

Yes, i'm referring to the CPU here. So I should try disabling Cool N' Quiet?

On a separate note, do you think I should stick with the 670 or go back to my 6950?

I'm running on 16GB of G.Skill Ripjaws if that's relevant.

Also stick with what ever suits you! The 670 i believe is equivalent to a 7970 so stick with it.
Yes Disable Cool N' Quiet!

CnQ doesn't usually trigger while the chip is under load.

What are the rest of your specs?

Just disabled cool n' quiet and upclocked to 4ghz. Now CPU-Z says It's running at 800mhz far more often than before.

Here's all the stuff in my computer straight from Newegg:
AMD 970A-G45 (I had to have this RMA'd once. Was DOA.)
AMD Phenom II X6 1090T 3.2ghz (now upclocked to 4ghz)
Gigabyte GTX 670 2GB
Raidmax 1000w PSU
16GB of G.SKILL Ripjaws X DDR3
NZXT Phantom Case (not the best airflow, but it looks good)
1TB Seagate HDD 7200 RPM
