Otherway around, it might still support 1GbE, but whatever switch it's connected to is definitely 100MbE. Considering it's Intel, I doubt it would be 100MbE only.

Isn't the standard NIC LED signaling:
One Green = Connection at 10Mbps
Two Green = Connection at 100Mbps
One Green + One Amber = Connection at 1000Mbps
Blinking of the first green LED indicates activity.
