CPU Issue

Hi, I recently overclocked my i7 2600k to 4.5ghz and since then two cores have been sitting between 60-80% while im not doing anything to intensive while the others are only at 20% or so, I didn't have any cpu monitoring stuff before I overclocked so im not sure if this has always been the case, im relativly new to the whole oc thing. Temps are still what i consider to be fine (40-45C) while this is happening.
When i play a game or something all the cores bump up and go into full swing and look about even under load but after i finish it goes back to two cores staying up high and two dropping down. Just wondering if i've changed a setting or something thats causing this and if it is going to damage my cpu a fair bit.

Forgot to mention, when i restart all cores sit idle until i do something intensive and it's only after that that the cores don't drop back down

Open the Task Manager and check what process using your cpu so much.
