Corsair TX650 should do the trick. I have the 750 and it's absolutely silent when plugged in. Silent when turned on as well.

XFX doesn't manufacture PSUs, it is indeed a Seasonic unit, an SS-850AT OEM platform more precisely, a very capable mainstream unit (internally similar to the Corsair TXv2 850, NZXT Hale82 850, SilverPower SP-S850M, Seasonic M12II 850 Bronze and a few others)... however, these days this particular platform trails many other mainstream products in value for money or price/performance ratios.... unless heavily rebated (which happens quite often).

That's what many manufacturers do.

 

One exception I know of is (or was?) Enermax.

 

PC Power & Cooling used to be an exception, but now they're owned by OCZ.
