So I got a seagate 1.5tb external from a friend. It is password protected and he doesn't remember what it was. I took apart the enclosure to just a normal bare 1.5tb HDD. I have seen threads on here that the password on internal drives are stored in the CMOS. Considering this used to be an external, after disconnecting it from its enclosure, will it rid the drive of the password? If not, what can I do to format it?

Yes, mounting it as a secondary drive outside of the enclosure should allow you to format it without the password.

As long as it's not an ATA password, you can format it from Disk Management in Windows. Just type that into the start menu and fire it up. Create a new Simple Volume if you need to, and then format.
