I also put a screwdriver in between the fan blades to stop them from spinning when blowing out the dust from them. I didn't know they can create voltage if you allowed them to spin. How fast would they have to spin to create voltage?
"filter/regulator" IMO as long as you're aware that you could blow heat-sinks off of the PCB you'll probably be OK
I do still use my compressor, but I'm a bit more careful now
As for the fans spinning!
I was told in person about someone who had air-lined out their PC, spinning the fans with the air. And when they tried to boot up after the cleaning, the mobo was dead
Just think about what you're doing, and you should be fine IMO
