Sli Gtx480 voltage locked at 1.063v in EVGA Precision X

I have to two gtx480s running in sli. They will overclock to about 830mhz core on 1.063v but wont go any further. I'd like to OC then more but EVGA precision X isnt letting me set the bottom gpu any higher than 1.063. It will allow the top card to go well above, I've tested up to 1.12 but the bottom gpu wont budge. Every time i try to raise it and click apply it just stays at 1.063. Is there a reason for this, and is there anyway for me to fix it? + rep to anyone that can figure this out for me, its been bugging me for a while. Thanks.

Does the second card behave the same way when using Afterburner as well?

And are they the exact same type of card? Same BIOS version?

Right click on voltage tuner to select secondary GPU.

yep that was it, haha i feel dumb now, I was clicking on gpu2 then clicking on the adjust voltage rather than just right clicking the voltage turner itself. Thank you, everything is working fine now
