i want to overclock my celeron(@2.3ghz) to at least 3Ghz. what should i do?

Well first you should figure out what motherboard you have.. Try using a program called Everest: www.lavalys.com

Then you should read some of the Stickies on here explaining how to overclock. It's really pretty simple. You go into the bios, increase the FSB by little increments like 2 or 3 until you can't boot into windows. then increase the vcore. Run Prime95 http://www.mersenne.org/freesoft.htm, which will stress your cpu. If your computer crashes, it's unstable and you can either up the vcore if you're not running too hot or lower the fsb. But I sugguest you work on upgrading your cooling because increasing cpu speed by 700mhz is gonna increase the heat quite a bit. you should download a program to monitor your tempuratures. It doesn't OC. HP and Compaq usually use 'em.

If you want to be able to overclock, you will have to change your motherboard at least. Without the right motherboard, there's no overclocking. And to be honest, you might have to get a new power supply too because I doubt the stability of yours which is very important. So if you REALLY want to overclock and don't want to buy a whole new pc then here's what I suggest. Get this motherboard:

It's not too expensive and you'll be able to overclock. I am warning you however that there aren't many overclocking boards made for your socket type so you probably won't get as high of an oc as you want. Your best bet would really be to just build a new budjet system. Good luck.
