Where the $username is, you put the username of your machine.

 

So if under the Users folder, your users folder is cat

 

You would do 

chown cat /Users/cat/Library/Preferences/com.apple.desktop.plist

It worked. If you were an weren't an admin, you wouldn't be able to change the wallpaper.

Wouldn't work. the $username in the command is a place holder for your user name (like I stated above). Since there are no users on the machine called $username the command will fail.
