
OP 348w on the +12v rails is not bad. Your PSU should have no problem handling a HD 7850. HD 7850 is quite power efficient. here is power consumption with a core i5 750

I have an honest question for everyone: is Skyrim a good way to test the power consumption of a video card and a system? Tech Report.com said that for load testing, they used Skyrim at its Ultra quality preset with FXAA enabled. Guru3D's test system pulled 256W from the wall outlet with their CPU idling which could result in about 350W being pulled from the +12V if the CPU were overclocked and under full load at the same time as the video card.

Not only that, but AMD's minimum recommendation is a PSU with a 500W peak capacity:

To take it further, the A-Open Z450-08APAF looks like a low-quality generic PSU with a very low efficiency (70%!):
