Short whine when shutting down?

Right before my computer fully shuts down, it makes a very short "whine" noise. It this normal? If not, what could be the problem?
Temps are all normal and there are no other problems, other than my BCLK speed being 100.3 instead of 100. Sorry if this is the wrong forum, I did a quick google search and most results pointed to a faulty PSU. However, other "whines" are much higher pitched and longer than mine, and often have side problems...

not entirely sure what the sound is like though, I mean when you turn a PC off, the power drains from various components of the Mobo etc, which produces a sound that starts off higher pitched and strong and quickly lowers until its done. maybe like a second or 2 seconds? Kinda sound like a cartoon laser

If thta is what it is, then Im pretty sure that is normal as I have always heard thta sound when powering down.

Any other "Whineing" sound might just be fans that could be squeeky from prolonged usage and when the RPM's drop might make a sound like a whine, again not sure what the sound is.

It's very short, maybe even less than a second. I just need to know if it's normal/safe. I'm going to be installing a GTX 680 and I'm kinda paranoid...

Also, I know it's in the wrong forum but is having a BCLK speed of over 100 (100.3) safe? I read somewhere in an overclocking guide that raising the BCLK can cause damage to PCI slots and even any GPUs connected...

100.3 should be okay. Raising it to say 110> will surely damage components.

well Iamazn, unless you were to record the sound for us to listen to, then it sounds like the normal sound the caps make when draining its juice.

has it Always made this sound or Just recently? or would you hazard a guess that you just havnt noticed.
