Problems detecting second card

Hello
My ATI 5990 was destroyed last night and so I had to get a replacement for a while, a friend sold me his old 8800GTS' and I am currently having problems setting them up in SLI, the problem is detecting my second graphics card, there is an issue with space between my MB and PSU on the lowest slot (grey PCI) but I believe that is ok now after some moving of cords and such, it went as far in as the other one did but it still doesn't show in Device Manager, I tried disconnecting just the power cord and it made a really loud sound which tells me the PCI does detect the card and that the card fan didn't run, with cord plugged in the fan runs at 100% speed or so

So to recap - Fan runs at 100% and card is not detected in Device Manager when everything is connected, and makes a loud ringing sound when connected but no power

I have no experience with running 2 cards before because one dual GPU card has always been enough for my use, but I do know a fair amount about computers and how they work as that is my job (network adm.)

edit: all my drivers are up to date, I just downloaded the latest drivers from NVIDIA for 8800GTS 512 and I flashed my BIOS 3-4 weeks ago

my specs:
MB: P67 Sabertooth
PSU: Corsair 950W
CPU: i7 2600K
HDD: Corsair 120GB SSD / 2x 2TB Samsung / 1x 1TB WD Black Edition
RAM: 4GB DDR 3 Corsair / 4GB DDR 3 Kingston

You've tested each card individually?
Have you disabled HPT in bios?

yes, both cards work
what is HPT? I only found one option concerning PCI and that was setting it to V3 or something like that, but i believe that was got network cards

Should be in advanced> PCH> Disable High precision event timer
