I recently got two Del WFP monitors (one 2407 and one 2408). I have them both hooked up and have desktop extended. I noticed that when I idling, first GPU goes down to 250Mhz and memory to about 500 Mhz (guessing). But second GPU stays at around 450 MHz and memory stays at max 1350 Mhz. Before I had two monitors and never seemed to notice this issue. Although my second monitor at that time was just a 900 X something. I decided to update drivers to see if it will fix the issue. I went from 12.1 to 12.8. I now see that while ideling, both GPU memory is now maxed at 1350 Mhz, while core stays at 450 Mhz. They no longer idle at 250, 500 like they used to. I have NOT disabled ULPS after driver update. However, I did have it disabled before.

EDIT: Before my monitors, the GPUs idled at 250,150 not 250,500. It is also weird that on these monitors when I have desktop extended, and I first boot, the boot screen shows up on both monitors. I also had issues with firefox crashing with the new drivers. I am guessing this was a hardware acceleration issue.
