Dirt 3 SLI issue

I decided to get a second 680 FTW+ 4GB for SLI to power my surround setup with 5760 x 1200 resolution (bezel corrected 6120 x 1200). I have been playing dirt 3 for a while. My problem is that I can't get SLI to scale up in performance. Each card by themselves are giving me results on par with the reviews for 5760 x 1080.

Instead of ultra settings, I play on high settings to keep fps around 60 with vsync enabled. When it's disabled it stay between 59 and 85. When I enable SLI, my fps drops to between 45 and 65, when I should be getting almost double (i think). I have done fresh windows 7 install and I have the 306.23 drivers. My 3DMark11, 3DMark Vantage and Unigine Heaven benchmarks scale up nicely. For instance Heaven benchmark scores GP1-1314, GPU2-1312, SLI-2041. Overclocking the cards brings the fps on dirt3 up a bit, but I should be getting more, or I just wasted $600. I think its gotta be something with the game, like a file or executable or maybe SLI profile, or something. I really don't know. Any help would be greatly appreciated

What does your GPU usage on each card look like when running this game (use Afterburner or Precision and check the graphs after playing, or enable their onscreen display feature)?

Offhand, I would set everything to 'default' in the NVCP 3d Settings, both globally, and for this particular games profile. Make sure you play in full-screen mode rather than windowed.

I usually have the OSD enabled. With each card by themselves, usage is 99%. In SLI (sync enabled) they hover between 50 and 70%, even though I have the power targer all the way up to 131%. I have been trying to figure this out for the past three weeks, so I've gone from everything at default to messing with every single setting in the Nvidia control panel to try to see if there's a difference.
How do I know if I'm playing in windowed or full screen? I usually just start the game and it takes over the whole screen.

Could it be my power supply? I thought 750W would be enough for 2 680s. The other thing is EVGA website says the FTW+ requires a 12V rail rated at least 38amps, and the HCG 750 has four 12V rails each rated at 40amps (2 of these rail are used for the PCI supply wires).
I wouldn't think so, but could it be a cpu bottleneck? I have my 2500K overclocked to 4.5GHz and it's usage in the game never goes above 50%.

its definetely not a cpu bottleneck. the cpu at stock clocks would still be plenty.

I'm guessing it has something to do with the SLI profile on the driver, just like the problems they are having in this thread, but for dirt showdown.
