Mine seems to be sitting very low - very little of it above "mouse" level, and is difficult to press down or turn. Is this how it is designed to be?

Just seems much lower than the wheels on my G500 and G700, and more difficult to use.

It's normal. It should sit low, scroll very easily and fluidly. The scroll wheel itself should take a considerable amount of force to press it.
If yours doesn't scroll easily then you probably have a defective one.

I just got a G400 and it's just like yours. Scroll wheel is low and button requires some effort to push. I'll also add that the wheel scroll is rather rough feeling, not at all smooth, very clicky and raspy feeling which I don't like at all and may return it.
