AS in title. In newest furmark i see that its showing %of TDP of the card beeing drawed. My question is is this value reliable ? How does furmark measure this ??

I think that it uses a local database on your computer of all the known TDPs for each GPU on the market.

Ok hen how it doesn measure how much % TDP is the card using at the moment ? Do the cards have some power draw measuring hardware ?

The 6900s and 7000-series cards of AMD has a power consumption measurement through Powertune
Nvidia implemented power consumption measurement with the GTX 590, and followed through with the mid- and high-end Kepler cards.

Is it some kind of hardware chip ? Is the reading of TDP in furmark 100% reliable then ?

furmark is too intensive gpu workload, try using a game like metro 2033 and search how to calculate TDP (in Guru3d says)

The point is that furmark shows % of TDP of the card. And i wonder how it counts it ? I read somewhere that new cards have some chop that counts wattage.

In Nvidia's case, yes. The card actively measures current and voltage going through the chip and adjusts boost according to those measurements.
AMD measures the load of the different parts of the GPU and uses deterministic software to calculate power consumption with a 98% (IIRC) accuracy, this is about 1000 times as fast as Nvidia's method.

Ok , everything is clear for me now . So NVIDIA uses hardware chip for TDP calculating so in furmark it should be 100% reliable value (%) and MAD uses software to calculate this. Thank You v much. ; )
