The old 8600GTS bogs down the FPS to about HALF of a GTX580 combined with a better physx card that is not bottlenecking anything.
Considering the results of this test, I think we might be able to extrapolate a few things.
*Based on some quick looks at various benchmarks, the HD7970 by itself, seems to be performing roughly 30% better than the GTX580 from the video above.
*Assuming that the performance of the GTX580 was cut in half by the 8600GTS, we can estimate that a card roughly TWICE as powerful as that card, would have landed somewhere in the threshold necessary to not bottleneck the GTX580.
*Assuming you have 2 7970s, and scaling is good, you need approximately 5X the performance of a GTS8600 to prevent a physx bottleneck.
*Assuming that physx primarily leverages the FPO throughput of the card, you want GPU with at least 700GFLOPS on paper.
The GTS450 falls short of this by about 15%, while the GTX650 overcomes this threshold by about 15%.
It's very possible, that all of these assumptions and extrapolations do not play out in real life so I must point out that this entire post may be a complete waste [edit in: I believe this is a waste, now that I have thought about it], however, if it were me, I would think, based on what I have dug up so far, I would choose the GTX650 in this case. If you are willing to branch out, I would also seriously consider a GTX460 instead. A used 768MB model comes to mind, since it has the same shader performance (GFLOPS) as the 1Gb version, but is typically available for less. Assuming that physx calculations are performed by the cuda cores, the 768MB model should not perform any differently from the 1GB version, and would give you another 10% or so overhead compared to the GTX650 for raw throughput.

[edit in] having thought about the way that physX works, I'm willing to bet that the on-screen drawing power and the physX power required are probably not so tightly intertwined. A GPU with roughly 2-3X the processing power of the 8600GTS would probably pull this off without any bottlenecks. A GT430/530/630 will probably be fine.

I was looking for a dedicated PhysX card too and I chose the 650 from review is better than 550ti, has double cuda core and 650 consumes 65w instead of double!

Kepler cores > Fermi cores, amount-wise, because they are different architectures. Why do you think the 680 has 1536 cores and the 580 has 512? More cores does not (always) equal more performance, that is why benchmarks exist, and they have shown the 650 is just lightly better than the 450/550 Ti.

Power-wise, you are correct though.

Power-wise, you are correct though.

You are right, I didn't mean more powerful directly connected with more cuda cores, and different architecture fermi had even two different clock for GPU and shaders, in kepler that is the same for both (a guy explained to me in the other thread)!

Anyway I meant 650 is slightly better and consuming the half made me chose it!

You could, but that is too much for just PhysX. A 430/440is more than enough.

Out of curiosity, how do you install and get a Nvidia card to be a dedicated Physx card? How does the game know which is which?

If you have 2 Nvidia cards, you get set the bottom or top card to handle physx in the nvidia software. You may also set the bottom card only as dedicated physx.
For AMD, you install a Nvidia secondary GPU (or 3rd in my case) then use a physx modification to have the same effect.
