The theory I heard and believe is that Mars essentially died. The core of a planet is what maintains its magnetic fields. When Mars's core cooled, the planets atmosphere had no protection from the harsh solar winds. This winds wicked away the atmosphere and all of the water evaporated and went with it. The only water that may still exist is frozen under the surface, where it had relative protection.

Basically we've lived in Mars before, but our ancestors figured that Mars is dying. So they went to inhabit Earth, but in the process they lost most of their technological research.
