Thermalright Venomous X, Prolimatech Super Mega or the NZXT HAvik 140 would be the best imo. there are a few more thatcome close though.

edit: the TRUE Copper, motherpuncher sugegsted would be a decent choice too, BUT it doesnt come with a 1156 Mounting Kit and it weighs nearly 2kg without fans, wich would be a bit much for my taste. It's also not better than the younger Venomous X.

Can be a good thing if price is right, but...

Ultra 120 copper is lots of money for very little better cooling... and have you ever tried keeping copper shiny redface.gif
But it is ultra bling and only 3000 were made.. ultra rare blah, blah.rolleyes.gif
I wouldn't pay
$60.00 + $10.00 post for Ultra 120 in copper with what mounts?? Add $15-20.00 for fan.

would instead look at

$52.90 free post for True Spirit 140 w/TY-140 & mounts for 1366/1155/775 & AM2/AM3
http://www.amazon.com/Spirit-passed-Intels-testing-officially/dp/B00629G1PG/ref=sr_1_2?ie=UTF8&qid=1348824106&sr=8-2&keywords=thermalright+true+120+ultra

or

$39.95 + ?? post for HR-02 Macho Rev. A (BW) w/TY-140 & mounts for 2011/1366/1156/1155/775 & AM2/AM3

These two are designed for 140mm Fans And he wants something for 120mm Fans, wich furthermore leads me to the conclusion that he already has some specific Fans in mind he wants to use. Personally i have never used the stock Fan of any cooler i bought, so its just a complete waste to me.
I wouldnt use the TRUE Copper either, but mostly because it's heavy as f**k.
Just saying, that Not everybody is looking for the cheapest cooler possible, for a lot of people the build quality and the aesthetics of a product are important aspects too. And the TRUE C is still an awesome piece of Hardware.
You should Know this since you are using a Phanteks. wink.gif

I'd get the Venomous X. With 2x GT AP15 it's as good as any cooler outthere.

OP wants something with 120mm fans.. but I suggested ones with 140mm fan.

The coolers I suggested have as good build quality as is available. After all they are Thermalright. thumb.gif

As for top performing single tower cooler with 120mm fans:
Thermalright True Spirit 120
http://www.amazon.com/Thermalright-100700529-True-Spirit-120/dp/B005MSOH7C/ref=sr_1_2?s=electronics&ie=UTF8&qid=1348830126&sr=1-2&keywords=thermalright+cpu+cooler

NZXT havik 120
http://www.amazon.com/120mm-Cooler-havik-120-Silver/dp/B0076HMHHO/ref=sr_1_58?s=electronics&ie=UTF8&qid=1348830478&sr=1-58&keywords=cpu+cooler

Zigmatek Gaja... not as good but not bad and reasonable priced
http://www.newegg.com/Product/Product.aspx?Item=N82E16835233082

Scythe Ninja 3 rev.B... great little cooler!

The Venomous X and Super Mega are significantly better than those you mentioned.
The HR-02 Macho is a good cooler but the actual build quality is more on the lower end of the spectrum. Press-fitted fins instead of soldering, no nickle plating. no connected fins. The new Mounting kit is pretty cheapish too, compared to the old One.
