I think it's intended to push vehicle operators towards hunting down other vehicles instead of infantry. I don't think they took into account tank mines or the hordes of HA's that are now going to be on top of every hill looking for something to lock on to.

Having all of the vehicles around was just fine for me, since I almost always rolled with AP rounds on both my lightning and prowler anyways. Hunting infantry isn't any fun, unless it's an engineer certed into tank mines...
