my 7950 gets pretty high over clocking and was wondering if i put it a water block does it mean i can get higher clocks ( clocks on in my sig)? On full stress my temps are 79c. I dont know if its because of heat but any higher clocks on my core would start to artifact and any higher on my memory clocks would cause my card to lock up

Yeah, I could hit higher clocks once I popped on a waterblock. I could never do 1200mhz+ on air.

What where your clocks on air and then on water? reason im asking because i dont think im gonna upgrade to 8970 due to its only a 20 percent increase performance for that i might as well get another 7950 and put them both on water

I don't know. I just know that I couldn't hit 1200mhz and even 1100mhz ran hot and loud. Now I can do 1200mhz+ and my cards stay nice and cool.
