It depends on the board. I think the issue isn't that it's low quality, but lower quality than some of the competition. For example, the Z77 Extreme4 uses analog VRMs (though they claim digital) while similarly priced competition use digital VRMs. They also use lower quality MOSFETs on the board than the similarly priced Gigabyte Z77X-UD3H.
That said, they have some awesome products like the new Z77 OC Formula and they've been great at forcing other brands to try and produce competitive products at similar price points...well, aside from Asus who still seems to be more expensive than the competition. Since ASRock has taken off, it seems like Intel finally has some budget enthusiast options because companies have to compete with ASRock.
