Double NAT'ed by ISP?

So originally my setup was

192.168.x.x (computer) -> 216.51.x.x (router) -> internet

However something's changed in the past week... I noticed because my OpenDNS Auto Updater said my IP was taken... Now my computer and router addresses are the same... However my public IP is a 173.10.x.x address!

Someone put another NAT in front of me and the internet!

Anyone run into this before?

The 216 address belongs to XO Communications (HIGH SPEED UTAH) aka my service provider.

The 173 address belongs to Comcast... (***?)

How is that possible?

Did comcast buy them out? (for my internet's sake... I hope not)

Speeds have degraded severely and the internet now suffers from 10-20 min blackouts every so often as well.
