Actually no, it will run fine, but these Cheap PSU ten to run until they blow and if they don't blow they are not sending the right amps to the card and it can damage the card or as the OP said its not getting enough power which COULD be the reason he has a low FPS since the card does not have enough Power to run.

You could tell if its your PSU problem by downloading HWinfo and check for the voltages @ GPU VRM Voltage In (VIN/+12V). I too doubt that its your PSU but just to make sure. Also, try reinstalling windows to be sure that nothing in your O/S is causing the problem. Do you experience any stuttering?

Have you tried uninstalling the drivers, rebooting into safe mode and using driver sweeper to clean the remainder out?

This board does not have any onboard graphics correct? I had a similar issue with my current mobo and the drivers for the on chip graphics.
