Force Refresh rate?

How can I force a refresh rate of 45Hz? I know it is a strange question but I have a method in the madness.

Write a custom EDID with Powerstrip............
That's all that I can think of.

would you know how to force window to default at 1920 x 1080p ,it does it if in dvi to vga to screen but it doesnt if i hdmi ,and even if i did hdmi lag terribly compared to dvi/vga .
