So do most hosts. But there are measures that can be taken in order to provide adequate speeds to all clients. They're obviously not willing to invest in the tech

I agree with JY, godaddy might be good for your domain name needs but I wouldn't go with them for hosting. I've been using HostGator for a few months now, their servers are really fast and you have 24/7 support for any issue you might have 
I highly recommend them

OP you are in the Phillipines? Does GoDaddy have data centers there? 6 sec is not that bad if you are pulling from US servers. Either way you should look for a host that has a physical location close to where the majority of your target viewers are located. I never liked GoDaddy anyway.

This.
Secondly, godaddy is fine for domain names and "noob" hosting needs (even then it's expensive for what you're getting host-wise). If you're doing something serious, get a serious host. Something with servers geographically located where the majority of your users live as mentioned above.

Not going to dog your suggestion.It's a good one, shared hosting services are either great or horrible.
If you're doing something that will require management of the server and be able to handle high traffic loads, you should really be renting out a dedicated server or two. They are ultra expensive in comparison to shared-server hosting, but nothing beats having complete and utter freedom to setup exactly what you want and know exactly where the performance issues lay.
I had one site and 4 game servers hosted on a $200/month box several years ago, and it was awesome.
