So if it goes below the native refresh rate - it would step down to a multiple 60 -> 30 or 20 or 15. If a game frequently hits 50fps, on a 60hz refresh - youll see stutter when it goes inbetween 60 <-> 30fps. At least from what i gather.
What Adaptive Vsync does is turn off vsync when the fps goes below the native refresh rate - so if youre in a part of the game thats 50fps, then it will display at 50fps.

Have you tried the settings in ATI's control panel to change the refresh rate of the monitor ?

You might have to lower the resolution @45Hz to get to the desired outcome but that in turn will give you a quicker FPS count !!
