Simply what he said really. However you can get air cooling solurions that can match a Water cooling setup performance wise.

Air can get dusty over time but that's easily fixed with an air compressor when you clean your case out. Air is also really easy to assemble/disassemble. It's cheaper. And of course there's the reliability factor as mentioned.

Water does take more time & brains to assemble. It yields better temps and will get your OC further. It's more pricey. It's quiet. It looks way cooler. It can be annoying to reassemble every time to change stuff in your case. I personally think it's reliable, no problems with mine yet.

It's really up to you and your budget. If you don't need water and can barely afford it then just stick to air. Air is really good, water is just that much better.
