Crosshair IV Formula HELP needed

After having one successful manual overclocking experience I thought I would try this time but starting with the CPU bus instead of CPU multi to get the most out of mt DRAM. So I enter BIOS, hit F5 and manually enter everything. DRAM freq., timings, voltages, etc etc... Only to find out that no matter how many times I try this, my computer still boots up as 3.7ghz with a CPU bus of 232 MHz. I can even hit F5 and then F10 and make no other changes and it still auto overclocks on its own. I had turboV installed and used it once, but I uninstalled it and deleted it's registry keys. Unless there are more keys even deeper hidden, I have no idea what's going on. Has anyone else come across this issue?

I've read that the CPU Level Up function in BIOS does this automatically, but I can't disable it. I only have the option of auto, phenom II 3.7 or 3.9. I even flashed my BIOS to a more up to date version and I still can't get it stock.

Well considering that no one is offering any advice, feel free to delete this whoever has those powers cause I can't find a delete feature.

In order to get the help we need the rigs spec's

turn off that "cpu level up" junk..set ai overclocking to "manual"
