When bringing the PST over to the new laptop, I usually make a Data folder on the root of C:\ and put the PST in there. Again, all preference.
Also always keep a copy of the PST, so when bringing the PST to the new machine; do copy and paste not cut and paste.
If it isn't configured to delete after 14 days, then that means non of the e-mails are getting deleted.

I checked his current client settings and that box was unchecked. The one beneath it was checked: "Delete items from server after they are deleted from the 'Deleted Items' folder" so I think I might stick with this for him.

Also, what should I do with his NK2 file?

If you are upgrading to 2010, I have never had a successful attempt of bringing over the NK2 file.

What about this:

He also has an old Exchange account he wants to bring over that's not active anymore. I saw it as an OST in the Outlook folder. How would I go about importing this since his account is no longer active?

Sorry about not getting back to you earlier. But I have never had any experience with this, because I just bring over the exchange account to the machine. But I'm assuming you could export the account to a PST and import it. I do this when I need to archive something from Outlook.
